Revolutionizing e-commerce in Azerbaijan: strategies for growth and development

Abstract
E-commerce is expanding globally, however in emerging markets its growth relies on ecosystem readiness, more precisely, payment infrastructure, consumer trust, and last-mile logistics. This article reviews the major drivers and constraints of e-commerce in Azerbaijan while using secondary evidence from national ICT statistics, the Central Bank's digital payments review, a regional assessment of the e-commerce environment, and academic research on consumer behaviour and last-mile delivery. The conducted analysis shows that better connectivity and growing cashless payment infrastructure support market expansion, nevertheless, adoption is still limited because of the cash-on-delivery preferences, privacy and consumer protection concerns, and lastly, operational weaknesses in delivery and returns. In response, this research proposes a strategy package focused on (i) checkout redesign and clearer payment protections, (ii) trust-building mechanisms (e.g., transparent policies and dispute handling), and (iii) logistics upgrades (e.g., tracking, delivery standards, returns systems, route optimisation). Taken together, coordinated improvement across these areas is likely to raise repeat purchasing, strengthen domestic competitiveness, and improve cross-border e-commerce capability.
