Abstract
In the context of spreading the methodology, tools and best practices of EU smart specialisation at all levels of public administration, as well as the implementation of benchmarking and the development of strategic partnerships with EU regions and communities, new opportunities, key Flagship Actions and challenges for European regions and communities were considered.
