Legal innovations in regulating repeated administrative offenses in the utility sector under the code of administrative offenses of Georgia
Main Article Content
Abstract
Administrative offenses committed in the utility sector encompass administrative violations that occur in electricity, natural gas, and water supply fields. These offenses may be committed by natural and legal persons and are mainly regulated by special sectoral norms and administrative-legal acts adopted by the regulatory body. In this regard, it is worth noting that in 2019, with consideration of the relevant directives of the European Union, Georgia adopted the Law On Energy and Water Supply, based on which the Georgian National Energy and Water Supply Regulatory Commission (hereinafter ,,GNERC”) has issued various subordinate normative acts over time. It is also significant that a special norm directly regulating offenses in the utility sector was adopted as early as 1984 and continues to be amended.
