Abstract

This article analyzes the full-scale Russian invasion of Ukraine through the lens of a High-Impact Low-Probability (HILP) event. It examines the war’s cascading consequences across humanitarian, energy, economic, food security, cyber, and geopolitical domains, demonstrating how an underestimated threat can produce systemic global disruption. Drawing on data and case-based analysis, the paper highlights critical lessons for resilience planning, crisis governance, and strategic foresight. It concludes with recommendations to better prepare institutions and societies for future low-probability, high-impact scenarios.
