Activities of European and Ukrainian communities on the issue of restoration and improvement of urban areas

Abstract
The article is devoted to the consideration of the problems of the creation and work of territorial communities in Ukraine. As an example for comparison, the experience of European countries was taken, which showed, since the times of late feudalism, the formation and work of city councils of medieval cities in accordance with the legislation under Magdeburg Law, what issues the city council resolved in urban planning. The goal is to study the European experience of territorial communities in democratic conditions, when the government works for the needs of society. The object of research is the territorial community and its activities in the field of architecture and urban planning. The subject of scientific research is the mechanism for implementing self-government processes by a territorial community to solve local problems of residents in the field of architecture and urban planning. The practice of Ukraine and Europe in the field of urban planning and development, the specifics of society's activities and its influence on urban development, manifestations of interaction between the population and city authorities in Europe, and the independence of activities and independence from decisions of administrations in Ukraine were analyzed and compared. The nature of the actions of Ukrainians, the reasons for their negative attitude towards the authorities, which is due to the specifics of the historical process, as well as the consequences of this in the work of territorial communities on issues of architecture and urban planning, are clarified.
